New Practice for Permanent Monitoring Systems for Electrical Leak Detection and Location

Rationale

ASTM D6747, the Standard Guide for Selection of Techniques for Electrical Leak Location of Leaks in Geomembranes details all of the available ELL methods. All of these detailed methods except Permanent Monitoring Systems (Section 7.4) have their own standard practices in order to ensure effective use of the method. Permanent Monitoring Systems have never had a standard practice, perhaps because they have not been nearly as common as the other ELL methods to date. A standard is necessary to ensure that these systems are effectively designed and also designed to last at least for the lifespan of the geomembrane. These systems are becoming more common and now nearly a half dozen companies offer this type of installation. Without a standard, clients will not know how to specify these systems and it is well known that the quality between installations of various contractors varies widely. Clients will be able to reference this standard in project specifications. Installers of permanent monitoring systems will have to comply with the design and component requirements. This will raise the standard of quality for all of these installations.
