New Guide for Upfront Document and Cost Review

1. Scope

The purpose of this guide is to define good commercial practice in the United States of America for providing a baseline while performing construction monitoring services for the upfront Document and Cost Reviews (DCR) for commercial real estate improvements by performing an inspection, interviews, reviewing project related documentation, and providing an Upfront Document and Cost Review as outlined within this guide.

Rationale

We are looking to standardize the Upfront Document and Cost Review process prior to the beginning of construction until commencement of construction. The process prior to construction beginning will vary greatly for each project, however the Upfront Document and Cost Review process remains the same all project types. The processes includes: by performing an inspection, interviews, reviewing project related documentation, request appropriate documentation, communication of the findings for the inspection/document review, and issuance of the report with the findings and recommendations prior to commencement of construction

The title and scope are in draft form and are under development within this ASTM Committee.
