Revision of E1823-23 Standard Terminology Relating to Fatigue and Fracture Testing

Rationale

To better align the definition, this term has been unsuccessfully balloted a number of times. This is the latest version to hopefully enable this term to be changed. Many of the changes is clarification and unification from the different standards.
Figure A2.2 no longer indicates the crack size so reference to the figure is being removed
The measurement of crack size varies with the specimen type and standard. The intent of this definition is to provide a basis of the term but each standard will determine how to measure it. The first discussion clarifies this.
Discussion 2 added to where the crack is measured and central crack is changed to specimen in response to a negative
The discussion specific to E2472 is being added to E1823.
E2760 discussion is editorially updated to reflect the wording in E1823.
E1823 also has this term in section 3.4 Specific Terms. This is a generic definition plus the term in this section is the discussion for E1457 in the generic terms. As such, it will be removed from Section 3.4.
If the term is defined in a standard, E1823 needs to reference that standard so E647, E2472, and E2760 will be added to E1823 (E1457 is already referenced).
