Revision of A615/A615M-22 Standard Specification for Deformed and Plain Carbon-Steel Bars for Concrete Reinforcement

Rationale

Note 1 was added when grade 100 was added to this specification for two reasons.

1. The grade 100 product was not yet in the building code, so the subcommittee felt that an advisory note was warranted.
2. Splice testing methods were such that splices could be found to fail even when the bar broke ductile and remote from the splice. An advisory note was also included to address this situation.

During all subsequent balloting, this note has continued to come up as a point of contention and confusion. Put more simply, the note created more confusion than it solved. Since the time of the insertion of Note 1, the building code has adopted grade 100, which resolves the need for an advisory note regarding grade 100. Also, splice test method A1034 has been revised to include rules for interpreting test results, to better define testing protocol, to provide guidance when testing field samples vs qualification testing, and to provide guidance on finding results invalid rather than incorrectly failing tests. All of the above changes have rendered Note 1 no longer necessary.

During ballot resolution of previous work items, it was agreed in subsommittee that once these two items were resolved, the note would be removed to eliminate the confusion it was causing. This work item is the follow-through on all previous ballot resolution regarding Note 1.
