This standard is being balloted for withdrawal with no replacement because it is out of date and is unlikely to be relevant. When this standard was last revised in 1995, memory was at a premium and data could not always be properly labeled. Modern applications allow for much more description within the data, so this standard is no longer necessary. As a final note, a withdrawn standard is still available for use, so it can still be referenced in cases where a user might be interacting with an old set of data using this formatting technique.
