Rationale

WK87321 identifies and defines essential terms for benchmarking progress through a transportation transaction. The work item specifies three "phases" without a given definition of what is a phase, seven "milestones" without a definition for what is a "milestone", and infers a status/state change at each milestone and at some events (also without a prescribed definition for "event").
Categories or classifications of supply chain terms also need to be defined.
Further, key terms necessary for future work items need to be defined with discussions to be used as examples.
And when a defined term is not sufficient to precisely convey a term's meaning, modifying language should be intentionally added and also formatted to ensure clarity. Systematically using qualifying modifiers eliminates the uncertainty from important terms.

The title and scope are in draft form and are under development within this ASTM Committee.
