New Guide for Certification of Recreation Area Installers

1. Scope

The scope of this standard guide is to provide a framework for training related to installer
responsibilities as it relates to Section 11 of ASTM F1487, as well as all referenced ASTM standards in
F1487, and safety installation protocols related to F1292 Standard Specification for Impact Attenuation
of Surfacing Materials Within the Use Zone of Playground Equipment, F2075 Specification for
Engineered Wood Fiber for Use as a Playground Safety Surface Under and Around Playground
Equipment, F2223 Standard Guide for ASTM Standards on Playground Surfacing, F3012 Standard
Specification for Loose-Fill Rubber for Use as a Playground Safety Surface under and around Playground
Equipment, F3313 Test Method for Determining Impact Attenuation of Playground Surfacing Within the
Use Zone of Playground Equipment as Tested in the Field, F2479 Standard Guide for Specification,
Purchase, Installation and Maintenance of Poured-in-Place Playground Surfacing, F355 Standard Test
Method for Impact Attenuation of Playing Surface Systems, Other Protective Sport Systems, and
Materials Used for Athletics, Recreation and Play and to provide standardized information for use when
certifying, training, and hiring recreation area installers by identifying bodies of knowledge needed to
properly perform the responsibilities of a recreation area installer, working as laborers, leads, and
foremen.

Rationale

The ASTM 1487 standard includes Section 11 for Installation, and there has been some development of
this section to expand upon issues dealing with the installation of play equipment; however, it is
believed there is an opportunity to continue improving the training and professional knowledge of
installers and expand this area. Installers serve a critical function in the safety performance of recreation
and sports area facilities. Often, owners/operators do not install purchased equipment, but contract
that work out to an installer. Installers may be contractors, employees, or independent companies, and
those individuals may or may not be properly trained in recreation area installation. Not being able to
identify and define who could install recreation and sports area facilities, can create a disconnect
between the manufacturer and the owner/operator and possibly result in installation and process
errors.

The title and scope are in draft form and are under development within this ASTM Committee.
