The rationale is to standardize the test method and criterion used by the flooring industry to measure slip resistance. According to ASTM F1066 Standard Specification for Vinyl Composition Tile, the VCT shall meet the static coefficient of friction (SCOF) criterion, as described within ASTM D2047 - Standard Test Method for Static Coefficient of Friction of Polish-Coated Flooring Surfaces as Measured by the James Machine. We are simply adding the same criteria to F3261 Standard Specification for Resilient Flooring in Modular Format with Rigid Polymeric Core, to ensure all manufactured, inventoried, finished vinyl plank or tile, meet the same criteria of = 0.5 SCOF, for reasons of safety and consistency.
Since Rigid Core flooring is not usually recommended for use in wet areas, and manufacturers include in their maintenance instructions that spills are to be wiped up immediately, the testing will be performed in dry conditions. ASTM D2047 is a laboratory test method and is not a practical in-situ or field test apparatus. Should a manufacturer wish to sell F3261 compliant Rigid Core flooring for use in wet or contaminated areas, then other test methods should be considered for justification of its suitability.
