New Specification for Self-Balancing Scooters

1. Scope

1.1 This consumer safety specification covers the establishment of performance requirements and corresponding test methods used to minimize the hazards to users of self-balancing scooters (SBSs).
1.2 This specification is intended to reduce hazard, other than those inherent to the users of these units during normal intended use and within manufacturers’ safety guidelines.
1.3 This consumer safety specification is intended to cover use of these products for children and adults categorized as:
NOTE 2—This product category is not considered suitable for children under three years of age and, depending on specific product characteristics, may require an age grade greater than three years of age.
1.3.1 SBSs intended for children between 3 years of age (36 months) and 8 years of age (96 months) limited to speeds of 6 km/h (3.7 mph) or less.
1.3.2 SBSs intended for children between 8 years of age (96 months) and 12 years of age (144 months) limited to speeds of 16 km/h (10 mph) or less.
1.3.3 SBSs intended for children more than 12 years of age (144 months) and adults capable of achieving speeds of >16 km/h (>10 mph).
This consumer safety specification is not intended for SBSs designed or licensed for roadway use regulated by transportation regulations [U.S. Department of Transportation (DOT) or state].
1.5 This consumer safety specification is not intended for battery powered ride-on toys (Consumer Safety Specification F963).
1.6 This consumer safety specification is not intended for battery powered ride-on scooters (Consumer Safety Specification F2641).

Rationale

The U.S. Consumer Product Safety Commission (CPSC) staff estimates that there were 121 300 emergency-room-treated injuries related to self-balancing scooters from 2017 to 2021. The incident data suggested associated risks with fires, burns, and loss of balance leading to a falls and other collisions.

The title and scope are in draft form and are under development within this ASTM Committee.
