New Practice for Implementing a Cannabis Seed to Sale Track and Trace Program

1. Scope

Scope 1.1 This practice provides minimum requirements for the secure monitoring and tracking of cannabis seeds and cannabis products throughout the supply chain, from cultivation to extraction, manufacturing. distribution retail and non-retail point of sale and delivery. The seed to sale track and trace program aims to ensure product safety, quality, and regulatory compliance by maintaining a clear and accurate record of the product's journey. The cannabis industry's high value and stringent regulations necessitate an effective track and trace system to mitigate risks and vulnerabilities.

1.2 Cannabis seeds and cannabis clones shall be handled, processed, and distributed by authorized parties in accordance with the applicable regulations within the authority having jurisdiction. It is the requirement of each party to ensure compliance and legal authority for their respective roles in the seed to sale process.

1.3 A security plan, based on a threat risk assessment, shall be in place and executed for the cultivation, processing, distribution, and sale of cannabis seeds and cannabis products. The security plan shall identify/address: 1.3.1 The assets to be protected and 1.3.2 The identified threats to those assets during the various phases of the seed to sale process.

1.4 The specific seed to sale security measures to be deployed, commensurate with the value of the assets and the level/types of threat, are broken into three key areas: physical security measures, technical security measures, and administrative security measures.

1.5 This practice includes guidelines for data integrity, accuracy, and privacy, ensuring that sensitive information related to the seed to sale track and trace program is protected and handled appropriately.

1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides, and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
