Revision of E8/E8M-22 Standard Test Methods for Tension Testing of Metallic Materials

Rationale

Rational:
Many Aerospace primes currently require a strain rate of 0.005 in/in/min (0.005mm/mm/min). AMS Committee E and F has begun updating their specifications to require a specified strain rate control. The strain rate is to be set at 0.005 in/in/min (0.005mm/mm/min) with a tolerance of +/- 0.002 in/in/minute through the 0.2% offset yield. When testing is performed to multiple specifications, frequently additional testing is required to meet the ASTM E8/E8M control method A, B or C listed in industry specifications, such as ASTM and ASME when paired with AMS and Aerospace specifications.
Note 29 was added to allow testing to 0.005 inch/inch/minute (0.005 mm/mm/minute) when required by industry and/or customer specifications and still be allowed to certify testing as meeting ASTM E8/E8M.

This ballot is to update remove Note 29 and add a new paragraph 7.6.4.3 to provide clarification on multiple specifications/standards.
7.6.4.3 When performing a test using control method B – The rate of straining at 0.005 mm/mm/min [in./in./min] is often required for aerospace, high-temperature alloys, and titanium applications and when specified, shall be followed rather than the requirement in 7.6.4.2. If material is being tested for conformance to standards where a rate is specified and at the same time other standards where a control method or speed of testing is not specified, the tests shall be considered in conformance with the requirements of ASTM E8/E8M if the rate of straining of 0.005 mm/mm/min [in./in./min] is utilized.

Renumber the remaining notes.
Note that only the removal of note 29 and addition of 7.6.4.3 is to be considered for this ballot.
