New Guide for Climate Resiliency in Communications Infrastructure

1. Scope

This proposed standard guide will consider items operating issues such as: backup power sources; mobile temporary antenna sites; identifying and mapping of underserved communities and or areas subject to repeated climate related outages. The guide will explore possible temporary, emergency sharing of bandwidth between carriers.

Keywords

environmental justice; climate change; resiliency; extreme weather

Rationale

Certain communities are particularly vulnerable to the impacts of climate change. These include the need for building in resilience and recovery for communities impacted by fires, floods, hurricanes, and heat waves. The need for communication infrastructure resilience and restoration, at all levels, is particularly critical in extreme weather events.

Along with cellular carriers, additional users could be the television/cable companies, satellite TV companies, and internet providers, who would have additional items to consider.

The title and scope are in draft form and are under development within this ASTM Committee.
