ASTM International Committee E11 on Quality and Statistics has presented the 2010 ASTM International Award of Merit and accompanying title of fellow to Dean Neubauer, senior engineering associate at Corning Inc., Corning, N.Y., for his outstanding contributions and leadership in publications and in developing standards related to statistical methods and quality control.

Neubauer has been an active member of ASTM International and Committee E11 since 1993 and he currently serves as vice chairman of the committee.  He also chairs Subcommittee E11.30 on Statistical Quality Control and the subcommittee on Planning (E11.91).  He has received three Awards of Appreciation from E11, in 2001, 2005 and 2007.  Since 2008, he has helped coordinate DataPoints, a regular column on statistics and quality control in ASTM standards that appears in ASTM’s bimonthly magazine, Standardization News.

Neubauer specializes in statistical and quality engineering, particularly experimental design, statistical process control, acceptance sampling, empirical modeling, data mining and multivariate analysis. He holds a B.S. in statistics from Iowa State University and an M.S. in statistics from Rochester Institute of Technology and has been with Corning Inc. since 1981. He is also an adjunct professor in statistics at the Center for Quality and Applied Statistics at Rochester Institute of Technology.

Outside ASTM International, Neubauer is a certified quality engineer and a fellow of the American Society for Quality; a chartered statistician and fellow of the Royal Statistical Society; and a member of the American Statistical Association.  He has also written two books and is active on the U.S. Technical Advisory Group to ISO Technical Committee 69 on Applications of Statistical Methods.
