ASTM International Committee D18 on Soil and Rock has presented the Award of Merit to Ronald Holsinger of Germantown, Maryland, a former program supervisor at the American Association of State Highway and Transportation Officials (AASHTO).
The Award of Merit and its accompanying title of fellow is ASTM’s highest organizational recognition for individual contributions to standards activities. Committee D18 noted Holsinger’s outstanding leadership and work on the development and revision of several standards as an active member since 1990.
Holsinger is D18 vice chairman and also serves as a member at large on the executive subcommittee of Committee E11 on Quality and Statistics. D18 has honored his outstanding contributions to standards development with several awards, including the Woodland G. Shockley Memorial Award and the A. Ivan Johnson Outstanding Achievement Award. Holsinger also works on the Committees on Cement, Concrete and Road and Paving Materials.
A registered professional engineer in the state of Virginia, Holsinger joined AASHTO in 1990 as a laboratory assessor. He assumed his role as proficiency sample program supervisor at the AASHTO Materials Reference Laboratory in Frederick, Maryland, in 1996. In that role, he oversaw one of the largest programs for testing of construction materials in the U.S., providing more than 18,000 test samples to over 2200 laboratories. Holsinger retired from AASHTO in 2014 and continues to provide consulting services for construction materials testing.
A graduate of the University of Pittsburgh, where he earned a bachelor’s degree in mechanical engineering and a master’s degree in secondary education, Holsinger spent 17 years as a high school math and science teacher before joining AASHTO. He was named a fellow of the American Society of Civil Engineers in 2012 and is a member of the American Concrete Institute in addition to ASTM.
