Dean Neubauer, engineering fellow at Corning Inc., Corning, N.Y., has been elected chairman of ASTM International Committee E11 on Quality and Statistics. Committee E11 includes more than 150 members who promote the appropriate use of the principles and methods of statistics and quality control in the development, application and improvement of standards.
An ASTM fellow, Neubauer has been an active member of ASTM International and Committee E11 since 1993, and is also chairman of Subcommittee E11.91 on Planning. He has received six Awards of Appreciation from E11, as well as the ASTM Award of Merit in 2010 and the Harold F. Dodge Award in 2011. Since 2008, Neubauer has helped coordinate DataPoints, a regular column on statistics and quality control in ASTM standards that appears in ASTM’s bimonthly magazine, Standardization News.
A graduate of Iowa State University where he earned a B.S. in statistics, Neubauer also holds an M.S. in applied and mathematical statistics from Rochester Institute of Technology. He has been with Corning Inc. since 1981, and is also an adjunct professor of statistics at the Center for Quality and Applied Statistics at the Rochester Institute of Technology.
Neubauer specializes in statistical and quality engineering, particularly experimental design, statistical process control, acceptance sampling, empirical modeling, data mining and multivariate analysis. He is a certified quality engineer and a fellow of the American Society for Quality; a chartered statistician and fellow of the Royal Statistical Society; a member of the American Statistical Association; and the U.S. lead delegate for Subcommittee 5 on Acceptance Sampling on ISO Technical Committee 69 on Applications of Statistical Methods.
