The Fatigue Achievement Award has been given to Norman E. Dowling, Ph.D., of the Virginia Polytechnic Institute and State University in Blacksburg, Va., by ASTM International Committee E08 on Fatigue and Fracture. Dowling, who is a professor in the Engineering Science and Mechanics Department, and also in the Materials Science and Engineering Department, has been recognized for his contributions to the field of fatigue of materials.

Dowling resides in Blacksburg, Va.

An ASTM International member since 1972, Dowling serves on a number of E08 subcommittees and has recently been member-at-large of the E08 Executive Subcommittee. Professionally he has worked in the areas of fatigue, fracture, and deformation of engineering materials and components. Specific topics of interest include life prediction for irregular loading histories, plasticity effects on notches and in crack growth, and standard test methods for low cycle fatigue and for fatigue crack growth. He has also consulted on applications to engineering design, troubleshooting, and failure analysis.

Dowling is the author of Mechanical Behavior of Materials: Engineering Methods for Deformation, Fracture, and Fatigue, now in its second edition, a widely used engineering textbook, and he has published many papers and reports related to his field.

In addition to ASTM International, Dowling is a member of the Fatigue Design and Evaluation Committee of the Society of Automotive Engineers, ASM International, and Sigma Xi. Before joining the faculty at Virginia Tech, Dowling gained experience as an engineer at Westinghouse Research and Development Center in Pittsburgh, Pa., and at the University of Illinois.

Dowling earned his B.S. in civil engineering (structures) from Clemson University in Clemson, S.C., and his M.S. and Ph.D. in theoretical and applied mechanics from the University of Illinois in Urbana.
