William G. Franklin Jr., asset management lead at Noblis Inc., Falls Church, Va., has been named chairman of ASTM International Committee E53 on Property Management Systems. The committee, with a membership of approximately 200, has jurisdiction over 26 international standards that cover the conduct of management and administration activities for durable and movable assets (personal property management).
Franklin has been a member of ASTM International and Committee E53 since 2007. The committee presented him with a Certificate of Appreciation in 2009.
At Noblis, Franklin’s work is focused on management of corporate assets from acquisition to disposition, including administration of the corporate asset tracking system, writing corporate policy, supporting client requirements and ensuring compliance with contracts and corporate procedures.
Outside ASTM International, Franklin is a member of the National Property Management Association.
