Stephen J. Michelsen, a principal with Kelly, Anderson and Associates in Alexandria, Va., has been named a 2005 ASTM International Award of Merit winner. The honor, which is accompanied by the title of fellow, is the highest ASTM International recognition for individual contributions to standards activities.
Michelsen lives in Arnold, Md.
An ASTM International member since 2000, Michelsen's award highlights his leadership as chairman of ASTM Committee E53 on Property Management Systems and his part in developing and advancing standards for this field. To further the work of the committee, Michelsen raises awareness and furthers use of E53 standards, speaks about the importance of E53 activities to various groups, writes articles that include E53 standards, and mentors E53 members regarding committee efforts. For his dedication, he has previously been honored with the ASTM Robert J. Painter Award in 2001 and the ASTM Distinguished Service Award in 2003.
In his role with Kelly, Anderson and Associates, which assists private sector clients in positioning their services in the federal government market and works with federal government elements to identify and implement systems and process to better serve American citizens, Michelsen will start a new business line in property asset consulting and facilities asset management and logistic operations.
Michelsen recently retired as director of the Office of Contract and Resource Management, Office of Procurement and Assistance Management, for the U.S. Department of Energy, where he had been a member of the Senior Executive Service since 1987. He has 36 years of experience in managing human and financial resources for the government. In his most recent position, he directed the development and implementation of acquisition and resource management policy and the use of standards and guidelines concerning contractor purchasing and personal property management practices. He was also responsible for performance measurement, property and risk management, performance incentives, and employment conditions and work practices.
Outside ASTM International, he is a member of the National Contract Management Association, the Senior Executives Association, the Risk and Insurance Management Society, and the National Property Management Association, where he is the Eastern Region vice president.
Michelsen earned a B.A. in psychology and an M.G.A. in public administration from the University of Maryland. He received a senior manager program certificate from Harvard University's John F. Kennedy School of Government and studied at the Federal Executive Institute in Charlottesville, Va.
