Mary C. McKiel, Ph.D., standards executive with the U.S. Environmental Protection Agency (USEPA) in Washington, D.C., has been named to the ASTM International Board of Directors for a three-year term.
McKiel is a resident of Arnold, Md.
As the first standards executive for USEPA, McKiel directs the agency’s implementation of the National Technology Transfer and Advancement Act and OMB Circular A-119, and she sets standard policies and practices regarding the use of standards and participation in their development. In addition, she represents the agency in both domestic and international standards-related arenas.
A member of ASTM International Committee E50 on Environmental Assessment, Risk Management and Corrective Action as well as three of its subcommittees, McKiel became an ASTM member in 2003. In addition to this standards work, McKiel is vice president of the American National Standards Institute board of directors and she chairs the ANSI National Policy Committee. She has written about the federal use of consensus standards for a wide variety of governmental and private sector publications.
In 1976, McKiel began her government service as a chemist with the National Archives Administration. She held several management and executive positions in the Federal Supply Service of the General Services Administration from 1982 through 1992, including director of engineering standards and director of quality standards, as well as the first FSS environmental ombudsman. During that time, she worked on several ASTM International paper and paper products standards development activities.
McKiel, in addition to ASTM International and ANSI, is a former member of the Society of Automotive Engineers and a member of the Chairman’s Quality Advisory Board and the Environmental Management Advisory Group at Underwriters Laboratories.
McKiel holds a Ph.D. in chemistry from American University, Washington, D.C.; an M.S. in chemistry from the University of Michigan, Ann Arbor, Mich.; a B.S. in theology from Le Mans Université, Le Mans, France; and a B.S. in chemistry and English from the University of Notre Dame, Notre Dame, Ind.
