Randy F. Jennings, executive assistant in the Regulatory Services Division of the Tennessee Department of Agriculture, Nashville, Tenn., will serve a term on the ASTM International board of directors from 2010-2012.

Currently the second vice chair of ASTM Committee D02 on Petroleum Products and Lubricants and vice chair of the D02 executive subcommittee, Jennings is active in several D02 subcommittees, including D02.A0 on Gasoline and Oxygenated Fuels; D02.E0 on Burner, Diesel, Non-Aviation Gas Turbine and Marine Fuels; D02.H0 on Liquefied Petroleum Gas; D02.02 on Hydrocarbon Measurement for Custody Transfer and D02.08 on Volatility.

As executive assistant, among other responsibilities, Jennings directs fuels and biofuels work on quality assurance statewide and develops rules for petroleum products, biofuels and biofuels blends. Jennings started with the Tennessee Department of Agriculture in 1989 when he was appointed standards supervisor; he then became petroleum products administrator with involvement in engine fuel quality sampling, inspection, testing and law enforcement. In 2004, Jennings assumed the position of regulatory services administrative manager, where he worked on petroleum fuels and alternative fuels as well as projects related to programs across the Department of Agriculture. He became executive assistant in 2007.

In addition to his ASTM involvement, Jennings currently serves as chair of the National Conference on Weights and Measures, where he is also co-chair of the Premium Diesel Working Group, a member of the conference’s Fuels and Lubricants Subcommittee and a past chair of the Petroleum Subcommittee. He is a past president and current member of the Southern Conference on Weights and Measures Executive Committee and a member of the Committee on Measurement Quality of the American Petroleum Institute.

Jennings earned a B.S. in agriculture from Middle Tennessee State University, Murfreesboro, Tenn., a B.S. in chemistry from Tennessee State University, Nashville, Tenn., and a certificate in government management from the University of Tennessee, Knoxville, Tenn.
