A 2005 Award of Merit and the accompanying title of fellow honor the contributions of Frederick M. Cash to ASTM International Committee C13 on Concrete Pipe. C13 cited Cash for his role in "developing and advancing standards to be of maximum value to the consumer, engineering, and design professions." The Award of Merit is ASTM International's highest recognition for individual contributions to standards activities.

Cash, who resides in Richmond Heights, Ohio, is a construction administration department manager for CT Consultants, an engineering and architectural firm in Willoughby, Ohio.

An ASTM International member since 1981, Cash serves on several C13 groups, and for his service to the committee he has received the Robert R. Liteheiser Award. As the dedicated chair of Subcommittee C13.06 on Manholes and Specials, Cash has been instrumental in leading the subcommittee's work, including the ongoing review of C 478, Standard Specification for Precast Reinforced Concrete Manhole Sections, and its coordination with manhole requirements of the Occupational Safety and Health Administration.

A member of the Cleveland Engineering Society, the National Society of Professional Engineers, and the American Society of Civil Engineers, Cash is chair of the American Arbitration Association's Advisory Council Research Committee.

Cash has more than 35 years of engineering and construction management experience. Currently he oversees a department that provides construction administrative support to many of the firm's clientele during construction projects, among other functions. He has particular expertise in construction project management of water and wastewater treatment facilities, sanitary and storm system evaluations, pump station and tunnel construction, and construction arbitrations. In November 2003, Cash was elected to serve a three-year term as a board supervisor for the Cuyahoga Soil and Water Conservation District, which is a political subdivision of the State of Ohio.

A graduate of Cleveland State University with a B.S. in civil engineering technology, where he has also done graduate studies in environmental engineering, Cash holds two associates degrees from Cuyahoga Community College, one in civil engineering technology and one in management and psychology.
