William C. Plumstead Sr., president, CEO and principle nondestructive testing engineer (NDT) Level III of Plumstead Quality and Training (PQT) Services Inc., Greenville, S.C., has received a Lifetime Achievement Award from ASTM International Committee E07 on Nondestructive Testing.

A member of ASTM International and E07 since 1970, Plumstead was honored by the committee for his distinguished service and dedication to the advancement of quality in the nondestructive testing industry through standards development. He has held various officer positions on E07, including chairman, vice chairman and secretary, and currently serves as secretary of Subcommittee E07.09 on Nondestructive Testing Agencies. He works on numerous E07 subcommittees, and has chaired E07.92 on Editorial Review for more than 20 years. He became an honorary E07 member in 1999 and received the ASTM Award of Merit and title of ASTM fellow in 2000. 

Plumstead founded PQT Services, which provides training and Level III services to the nondestructive testing, nondestructive evaluation and nondestructive inspection industry, in 1994. Prior to that, he held technical services managerial and corporate NDT Level III roles at Fluor Daniel Inc., the Bechtel Group Inc. and U.S. Testing Inc. He is an American Society of Nondestructive Testing Level III and ASNT Central Certification Program Professional Level III and a registered radiation safety consultant. 

A registered professional engineer, Plumstead is an active member and fellow of the American Society of Nondestructive Testing in addition to ASTM. He has published over 20 papers in technical journals and has given more than 40 technical presentations at local, national and international meetings.

Plumstead holds an MBA and B.S. in business administration from California Coast University, Santa Ana, Calif.
