Rationale

A D1970 Task Group member presented information indicating that, as currently written, the specimen length indicated in Section 7.4.2.1 (adhesion to plywood) makes performing the test difficult. At the June TG meeting, the group discussed this issue and other associated issues, and the decision was made to ballot proposed language to address the issues.
