New Guide for Determination of Maximum Capacity of Packagings Subjected to the United Nations Performance Tests

1. Scope
1.1 This guide provides standardized methods and guidance for measuring the maximum capacity of packagings intended for liquid and solid hazardous materials (dangerous goods) as required by the United States Department of Transportation Title 49 Code of Federal Regulations (CFR) and the United Nations (UN) Recommendations on the Transport of Dangerous Goods.
Keywords
Maximum capacity, 95%, 98%,
Rationale

The guide will provide information to clarify various terms and test packaging filling methods used as part of the United Nations (UN) certification process in 49CFR. 49CFR gives no information on how the packagings are to be filled in order to meet the 95% for solids, and 98% for liquids.
