Rationale

A change was recently balloted to D1990 that included a note to indicate that “The adjustment described in 8.3.1.2 is not applied to samples collected from monitoring, but the GQI is typically calculated and recorded as part of the historical record.” with extensive rational describing the timeline of requiring monitoring vs the implementation of the 8.3.1.2 data adjustment. That ballot received one negative because the voter felt wording in the mandatory part of the standard (vs a non-mandatory note) should be included. In exchange for further work in this vein, the negative was withdrawn.
