Rationale

This work item is intended to address the fact that E455 seems to suggest that the cantilever and simple beam test configurations are interchangeable. For some materials, they result in much different answers and the method used needs to be chosen carefully. The goal of this ballot item is to notify the user of this and primarily restrict the cantilever method from being used to evaluate wood diaprhagms with discrete elements that may be used in a simple beam configuration.
