Rationale

This ballot is part of a series of follow-up ballots to make changes to a standard that was recently completed. During the final ballot, it was noted that Section 10.1.5 requires a deformation at a maximum load to be recorded when the test method itself does not include deformation measurement devices. The goal of the ballot is to reconcile this difference.
