The proposed ASTM Aerospace/Aircraft Assembly Technician (AAA) standard addresses a significant gap in the aerospace workforce by establishing a uniform industry framework for the knowledge, skills, and abilities required of aircraft assembly personnel. While FAA regulations govern certificated maintenance technicians, there is currently no widely accepted industry standard specifically focused on aerospace manufacturing and assembly technicians working in aircraft factories, integration facilities, modification centers, or service centers. The aerospace industry is experiencing increasing demand for skilled technicians due to higher aircraft production rates, expanding MRO operations, advanced manufacturing technologies, and retirement of experienced workers. Modern aircraft assembly requires competency in composites, structural assembly, wiring installation, precision measurement, GD&T, tooling, quality systems, and safety practices such as FOD prevention and ESD control. However, current training and qualification programs vary widely between employers and educational institutions. The AAA standard provides a consistent competency framework that can be used by aerospace manufacturers, suppliers, MRO organizations, technical schools, workforce development agencies, and certification bodies to develop training programs, assess technician competency, and establish standardized workforce qualifications. The standard defines measurable proficiency levels and task-based competencies aligned with real-world aerospace manufacturing and assembly operations. The standard will support: Workforce education and curriculum development Technician certification and skills assessment Hiring and qualification requirements Supplier and subcontractor workforce validation Government and defense contracting workforce standards Improved quality, safety, and production consistency Primary users of the standard include aircraft OEMs, aerospace suppliers, MRO service centers, defense contractors, technical colleges, apprenticeship programs, and individual aerospace technicians seeking industry-recognized credentials. By establishing a common baseline for aerospace assembly technician competency, the ASTM AAA standard will improve workforce readiness, support aerospace manufacturing quality, enhance safety culture, and strengthen the long-term sustainability of the aerospace industrial base.
