Rationale

This is my 3rd ballot which addresses two comments from the 2nd ballot. Proposed changes are in red and underlined and proposed deletions are in red and struck through. Please ignore duplicates of footnote numbers; this occurs every time ASTM staff sends out a Word file for editing.
