Currently E1949 is a Test Method, but it lacks the required Precision and Bias statement. In addition, the output of the standard is a table of fatigue lives and strain levels, and, optionally, a graph, rather than a test result that could even be subjected to a precision and bias study. The Form and Style Manual describes a Practice as “C15.1 A standard practice is an accepted procedure for the performance of one or more operations or functions.” Expressing the standard as a Practice that creates data, much in the way that E1012 creates a plot of bending-applied force data, allows the standard to preserve the requirements (shall) and best practices (should) while keeping the standard consistent with the requirements of the Form and Style Manual. This Work Item will change E1949 from a Test Method to a Practice.
