New Specification for Consumer Safety Performance Specification for Free Standing Climbing Equipment for Children Under 24 Months
1. Scope
This consumer safety performance specification provides safety and performance requirements for various types of unanchored equipment that is intended to support the development of creeping, cruising, crawling, pulling to stand, walking, and balancing. They typically include ramps, steps, rungs, or other features that support climbing and active play. Common configurations include but are not limited to: triangles, arches, and accessories including sliding boards and planks. It is intended to apply to play equipment that is used in in the home as well as places of public assembly, including early care and education facilities. Products that are anchored or have user positions that fall outside the scope of this standard are not covered by this specification, and shall meet the requirements of any other playground safety standard.
1.2 The range of users encompassed by this consumer safety performance specification is 6 months through 23 months. 1.3 The purpose of this specification is to reduce the potential for life threatening and debilitating injuries.
1.4 Play equipment that is also a toy or contains any accessory toy component or converts to a toy in any use mode or orientation shall meet the requirements of 16 CFR 1250 and ASTM F963 including this consumer safety performance specification.
1.5 Public use playground equipment, Home playground equipment, amusement park equipment, sports equipment, fitness equipment, soft contained play equipment, tricycles, toys, juvenile care products such as, but not limited to, infant swings, play yards, expansion gates, and[CM1.1] expandable enclosures, furniture (including child-sized house play furnishings and sand/water tables intended primarily for indoor use), bassinets and cradles, infant walkers, bouncer seats, jumpers, infant stationary activity centers, and infant carriers are not included in the scope of this specification.

Rationale
There is a need for Toddler Play Equipment to meet elements of playground standards in addition to the requirements of ASTM F963. This proposed standard is based off of ASTM F2373 and incorporates requirements relevant to toddler play equipment as defined herein.
