Rationale

This is a reinstatement of a standard which has regained interest by ASTM members. The method was reviewed by practitioners and users of the method and updated as needed. This standard was originally developed in 1987 and was last reviewed and approved in 2008. It was withdrawn in 2013 due to insufficient support within the sponsoring committee.
