Rationale

The item being balloted was previously balloted and drew a negative that was found to be persuasive. The negative voter submitted recommended changes that were considered when finding the negative persuasive. Those changes are reflected in this ballot. This proposed new section is to be used as guidance for users of this standard in defining terms found in the Reporting Section of this standard, as well as harmonize this standard with Test Method E970. Only the items in red below are up for ballot. All sections following the proposed new section will be renumbered
