Rationale

The MOSAIC rule has introduced required changes to the existing Quality Assurance System standards related to training requirements. In addition, the engineering requirements need additional language to explicitly handle software configuration control and change management. Finally, the FAA has asked F37 to include a mention of serialization for life-limited parts that are much more likely to be present in LSA rotorcraft.
