Rationale

During a previous ballot, there was confusion regarding the phase of “Commissioning” in relation to Installation and Operation phases. It was discovered that Commissioning has not been defined for F24 but is currently used in 1193 (as title for Section 5) and 2291 (Section 7.1 Acceleration Limits for SARC verification).
