Rationale

The new ASTM F3598 Standard Practice for Risk Assessment, defines the process for how to conduct a risk assessment but does not define when a risk assessment should be completed and does not flow-down requirements to utilized subcomponents. Both designer/engineer and owner/operators have responsibility in the risk assessment process. This ballot proposes additions to F1193 that include risk assessment and associated report(s) to the other deliverables F1193 includes for the Designer/Engineer, their manufacturers and constructors, and builders of subcomponents.
