Rationale

The reapproval ballot of D1739 closing December 1, 2025, yielded a comment which requires a substantive change in this standard. The comment statement was "Note 1 contains a requirement and, as such, should be normative text (see ASTM Form and Style, B29.1). A revision balloting only this change (not reopening the entire standard) should be considered in the near future." This comment will be addressed by revision of Note 1.
