New Specification for Training and the Development of Training Manuals for the UAS Operator
1. Scope
a) Update training manual requirements based on best practices from drone operators and CAAs.
b) Create new requirements and/or guidance related to training program elements, especially for BVLOS operators.
c) Create guidance and/or requirements on minimum content for initial and recurring training based on criteria such as operational use cases and personnel roles and responsibilities
d) Evaluate other ASTM and Industry standards that may be relevant when developing, implementing, and assessing organizational training programs.
e) Create an appendix with a curriculum matrix template and a standard-based grading rubric
f) Create an appendix item with defined training program elements for Agriculture, First Responder, Commercial Delivery, Surveillance, and Inspection flight training operations

Rationale
Within the Part 108 NPRM is a section requiring training in key knowledge areas. The areas described, although listed, do not provide sufficient clarity needed to verify means of compliance with the Part 108 rule. This standard will allow operators to meet the MOC by implementing the guidance created in the new/updated training standard.
