Rationale

Previous ballot D05 (25-02) 002 had some technical errors that needed to be addressed. These have been corrected and resubmitted here for ballot. Significant changes to the D5061 standard have been made to make it more useable, much of the changes have been made based on Subcommittee discussions and industry petrographers (International Committee for Coal and Organic Petrology).
