Rationale

D7796 does not have a valid precision statement. The first ILS, conducted in 2017, failed to show acceptable interlaboratory precision (>30 degrees of freedom obtained for only 2/12 components). A new ILS needs to be conducted and the precision statement revised based on its results. We have until 2031 to complete this to keep the standard active.
