Rationale

During a recent review of C1780, it was noticed that the soft metric equivalents were missing in some instances and were inconsistent in other cases. This ballot item addresses that issue by adding soft metric equivalents where they were missing and modifying the metric equivalents where they were inconsistent with the metric equivalents in other locations in the standard.
