Rationale

This test method is still used in the industry best used as a monitor of concrete aggregates. The method was withdrawn from lack of activity and a champion. I purpose it is reinstated. After reinstatement, work on the sub committee will reinforce its roll as a monitor of aggregates for potential ASR and not as a pass or fail.
