Rationale

PHMSA Interpretation PI-13-0011 dated June 9, 2014, states that because ASTM D2513 does not cover fabricated fittings, an operator must obtain a special permit under 49 CFR 190.341 before using a fabricated fitting. This project is to add ASTM F2206 to D2513 with the hope the revised version will eventually be adopted by PHMSA.
