Rationale

Wherever the term "plastic" is used to describe unhardened concrete, it is being replaced with "fresh"; wherever "non-plastic" is used, it is being replaced with "hardened"; in some cases the words "non-workable" or "workability" are used to replace "non-plastic" or "plasticity". These terms are being revised to reflect preferred language per C09 guidance.
