Rationale

Section 8.2 was changed in 2023 to be consistent with C33. At that time, we received negatives related to the language used in C33. C33 has since changed their language and this ballot updates C404 to be consistent with C33 and C144. In addition, 8.2 should refer to all aggregates for grout not just fine aggregates.
