Rationale

Currently the allowable sand gradations in C144 are listed in the text under 5.1. Changing gradation limits to a table makes C144 have consistent formatting with C404 and C33 which use tables. This ballot would put the gradation limits into a table with no other modifications. In addition, section 5.1 will be updated to note the exceptions in the current sections 5.2, 5.3, and 5.4.
