Rationale

The current unwritten assumption most people make when performing testing per ASTM E290 is that it will be conducted at room temperature, however there is no mention of test temperature in the current specification. This Work Item will add a clarification that the test is to be performed at room temperature, and a definition of room temperature will also be provided, modelled after ASTM E8/E8M.
