Rationale

To incorporate requested changes from Main Committee Ballot (25-05).  These changes will include modifications to Sections 1.1 and 9.5.   These changes were postponed until the ballot item could pass with a 2025 date to keep it active.   This ballot item has a project number of X-30-481.
