This ballot item proposes the addition of a dedicated section within ASTM F2974 to reference the newly published ASTM F3598-25, Standard Practice for Risk Assessment for Amusement Rides and Devices. The intent is to formally incorporate risk assessment audits into F2974 in a manner consistent with other F24 core standards already referenced for auditing amusement rides and devices. ASTM F3598 establishes a recognized, consensus-based framework for performing risk assessments, including hazard identification, risk evaluation, and risk treatment. By explicitly referencing F3598 within F2974, this ballot provides clarity and consistency for auditors, owners/operators, and authorities having jurisdiction regarding the applicable standard to be used when a risk assessment audit is performed. The proposed language does not expand the scope or authority of F2974 audits beyond what is already defined. As stated in Section 1.2, all audits conducted under F2974 remain governed by the defined scope of the audit. The addition of this section simply identifies the appropriate standard to be used when a risk assessment audit is included within that scope. Including F3598 in F2974 promotes uniform application of risk assessment practices across the amusement industry, reduces ambiguity in audit expectations, and aligns F2974 with current F24 standards and industry practices.
