Rationale

The purpose of this ballot item is to remove non mandatory language from section 13.3.9 of F2291 in order to make the existing language clearer and remove ambiguity, as one of the limited number of sections that still contain the words “may” or “should”. The ballot language does not change the meaning. This ballot item is not intended to evaluate or change the content of the standard. Any negative vote on this ballot addressing the content of the standard will not result in any change to the content. A task group met in Scottsdale (AZ) in October 2025 and supported the language change recommended.
